The source material may be interlaced, but that doesn't mean that the individual broadcasters are broadcasting in interlace. Take, for example, my former employer, a PBS affiliate. Network HD was delivered to us in interlace. Local HD was produced in interlace. But the final emission of HD was in progressive in order to more efficiently compress the material, and make room for multiple SDs in the same ATSC data stream.
