This is done all the time  in the US, sending 24p material out as
720@60p or 1080@60i. There is no bitrate problem because the
repeated frames do not contain new material (that is, they are
not motion interpolated at the station and the interpolated
frames sent.) Because they do not contain new material,
they consume almost no bits.

THE killer problem as seen by broadcasters for actual
24(or 30 or 25) p material is that current studio productions
at stations (we do have such things at vast numbers of US
station, you know) as well as local ads are all provided as
480i. Everything is converted to the "greatest common denominator"
before combining and transmission.
