I don't understand why the broadcasters do not now use this as a
bargaining chip in front of Congress to delay the turn off or maybe even
bargain for multiple must-carry. It would seem that they could all
collectively say they did not believe the technology was good enough yet
and that they needed functional STB's to make the transition. And that
would obviously take more time.
Maybe they are keeping this as an ace in the hole for some reason.
