I really don't think that household DTT penetration correlates
very well to a sensible analog shutoff date. The question
ought to be, IMO, how many households will lose all TV signal
if analog OTA TV is shut down in Australia?

The fraction of households which would lose all TV signal in
Berlin, with zero DTT penetration, was said to be 9 percent.
So even though there were absolutely not DTT receivers in
homes or on store shelves, nor any available anywhere which
included the VHF band as they required, they embarked on an
aggressive transition that turned out to be successful.

In some other Euro countries, much more like 50+ percent on
average would lose all TV if analog OTA is shut down, so of
course they are dragging their feet, as we have been. Is
Australia more like Germany or more like France?
