Probably that 1 arcminute assumed acuity makes a difference. Other sources claim 2, so that will change everything. (Again, using the simplistic model.)
Just basing everything on this fixed acuity angle, the general size-independent equation for 3 picture height viewing distance is:
angle between pixels = arctan[ (x/720) / 3x] = arctan(1/2160) = 0.0265 degrees, or 1.59 arcminutes, for 720p, or
angle = arctan(1/3240) = 0.0177 degrees, or 1.06 arcminutes, for 1080p. So clearly, if you go in with 1 arcmin assumed, you need 1080p.
