For our current getprotobyname() (ISC's) implementation in libnet.so, 
no.
In the future, yes, will be great.

I've in mind that each protocol module/layer could themselves export 
a list of protocol name/alias and protocol number, which will remove 
any needs to 
this /etc/protocols file.

For current implementation, yes, I guess I should do that.
