Exactly, parameters are negociated in each way.
a PPP client can ask to athenticate a PPPd and so can , and usualy do,
a PPPd can request PPP client for authentication credentials.
It is also true for some others parameters or options.

Yes but each end has its own state machine: even if one end thinks it
is in up/open state, the other one must also be in up/open state in
order to NCP traffic to occur.
