You are confusing the resolver libraries with the nameserver/cache daemon.

ISC BIND is not a standard. The dns standards are defined in RFC's (the exact
ones are escaping me right now) and those are what you need to adhere to.
There are alternative resolver libraries in use that might or might not be
better suitable.
