It should be in a top-level directory just like src/ or headers/ - 
either in the config/ directory Marcus proposed or directly. But since 
we kinda need the differentiation between os/ and home/, I think 
putting it in a extra folder is nice.

Unfortunately, there is no system/settings, so that the global etc/ is 
currently the correct place for the networking settings (or any other 
global settings).

etc is just a database like directory - i.e. IMO the MIME type database 
should go in there (although it's not in R5), even if you can change it 
to suit your own needs.
It's a bit misnamed in a BeOS world, but it has a purpose (and if it's 
just for the fortune data file).
