Well my BeOS machine is back online after a 6 week absence, so expect a lot

Um, no.  How would one do that in the new stack?

Where exactly would one turn off the debugging in the stack?  I tried 
kernel/net_stack_driver.c and changed DEBUG to 0, but this didn't seem to 
have any effect.  Do I have to do this on a per file basis or is there one 
global flag I can turn off?

I don't see anything from the new netstack in syslog.  Is that expected?
