[openbeosmediakit] Media prefs

Hi there,

I just wanted to note one missing little thing in the Media prefs 
application:
if the media server is not running, it should ask to start it, just 
like the "other" app does, and not come up with the full GUI before (as 
it's useless without the server anyway).
