The Sounds+ preference app is bundled with the SilverWing client,
and made by Atsushi Takamatsu,

The most prominent enhancement, IMO, is that the columns are
separately resizable, which is good for when the names of
the events are long. Another nice thing is the context menu,
and being able to remove events.
I didn't find any source, (SourceForge - SilverWing cvs is empty)
but I've emailed him about it.
For the OBOS Sounds preferences, I would like to see support for:
- groups of events, displaying
+ subsections of events, perhaps by using "twister" widgets
(like, all event names starting with "Groupname" +
some magic divider character, like " - " or whatever,
being considered in the same group.)
- groups of sounds, by using
+ subfolders in the folders containing sounds
+ submenus in the "Sound File": dropdown menu
