[openbeos-preferences] Menu Prefs

I just checked in an inital version of the Menu preferences app.  Kerr Russon 
did much of the work but was not able to finish, so he sent the code to me.  I 
cleaned it up a little and fixed a few outstanding issues.  There are still a 
couple issues left to resolve, but they should be easy.
