I was wrong about that, the Preview window was enabled in r19882:

As you have already mentioned the behaviour is somewhat strange in
combination with the combined printer selection and page/job setup
dialog in Haiku. It feels strange after you close the job setup dialog
of the printer driver either with "Print" or with "Preview" that the
combined dialog is opened again.

The combined dialog can be disabled in print_server (set
fUseConfigWindow to false in PrintServerApp constructor) so then it
behaves as R5. The dialog provides however two features:
- printer selection during page or job setup
- page setup during job setup
It was a compromise to provide these features without the need of a
new printer driver interface. What I wanted in R2 was to inline the
page and job setup into that dialog. That should then avoid the
strange behaviour.

Anyway I should not have contributed to this discussion in the first
place, as I don't want to think about R2 at this time.
