DCM is an industry standard agreed upon, among others, by Microsoft. A
screen reader which is not out-spec regarding DCM should therefore be
compatible with any video card and any other screen reader installed
on the same machine fulfilling the same requirement. This is the
ideal, and then there's bugs. ;-)

There is no such standard for display hooks.
