There are 3, one for the buffer of the cd burner, one for the amount of work done on your project, and the third for the amount of ultra_buffer being used in percentages, all. :)

Yes there are multiple progress bars shown in the nero main window while burning is in progress. The one shows percentage of the burning process completed and the other shows how much of the recorder buffer is in use. If you are doing something else with your pc while nero is burning the buffer is not static so therefore it will jump up and down. 
I think there is nothing wrong with it this is how's it supposed to work.
