I seriously doubt it. Safe Mode was designed to run windows with the absolute
minimum number of drivers needed. In fact what windows does load is a set of
generic windows drivers that is just enough to give a user basic funtionality.
Sound unfortunately is not one of those drivers that is loaded. A way that it
could be tested though is to run a copy of Jaws with braille and see if Jaws
can display in braille. Narrator however does run in safe mode but because
sound drivers are not loaded it kind of defeats the purpose. My thought is,
sorry but safe mode is not designed with the blind in mind. Kind of surprises
me that no blind user to my knowledge has petitioned Microsoft about this but
instead have hoped that the screen reader makers would pull off some miracle
for them. Most likely, if it is possible Microsoft would have better answers
as to whether or not sound drivers could be loaded in safe mode. That is
afterall all that I can see that is needed.
