It isn't clear what you are advocating. Are you advocating that rehab
agencies offer instruction in NVDA to rehab clients? NVDA ist a beta for
all practical purposes. I don't know how it is defined by the developers.
NVDA does not come with Eloquence or Via Voice, though I would expect one of
these synthesizers could be purchased for blind students by such agencies.
The newer type of voices are not nearly as good for fast reading. NVDA
still has quirks and problems that make it less easy to use. When using the
find command, it does not move the cursor to the current location when you
repeat searches. You have to up and then down arrow or down and up arrow to
the current line to cause the cursor to be in the right place. People often
write the list reporting bugs and other inconveniences. Internet Explorer
support is almost nonfunctional which means that using both Internet
Explorer and Outlook Express when reading mail as html is cumbersome or not
properly possible. This is probably the case with Outlook and Windows Mail
as well though I have no information about that. I doubt Outlook features
like the calendar are well supported, if at all.
NVDA might make sense for those working with blind people who are not
learning computers for employment and who simply want to use one for
personal use. I don't consider programs that are still betas and undergoing
constant development and change to be suitable for rehab agencies to use in
work oriented training. It doesn't support Citrex, as far as I know,
either. This may be a significant problem for many job seekers. I support
NVDA but I also know that it cannot keep up with for profit screen-readers
in terms of the number of programs it supports and new features to support
them better over time. At this time, NVDA is an alternative for those who
don't have or who don't want to spend lots of money but I don't consider it
anywhere near the point where it is comparable to work settings as for
profit screen-readers.

Well, there's no reason why they cannot put it on there. But I for one am
glad you posted this to the list. It says the same thing I have been
saying in blogs, podcasts, and on my website for some time now. The agency
stigma still holds unfortunately. It's been a hard uphill climb for
anything who dared to be different than JFW, W E, or Hal. It's about high
time the blindness agency and professional world take a hard look and give
NVDA and related services a chance to serve their clients; especially, if
the price is low cost or even free.
And this is yet another grip in the gear for those who are though unpaid
monitarily speaking, are developing NVDA into being one of the most stable
screen reading solutions out there today.
