This has been removed in order to minimize number of steps user has to
pass through to get speech as soon as possible. Installer language also
means a language for temporary copy of NVDA and built-in Espeak. I think
detecting this language from the operating system is a good choice.

do you can create a .exe self extracting archive for the usb version.
You will anyway need to provide a path to your USB drive and since zip
files are handled automatically by windows or by most popular file
managers I don't like this idea. How exactly would you like to have this
implemented?
