[nvda] eSpeak version 1.21 available

I've released version 1.21 of eSpeak, available at:
  http://espeak.sf.net/

1.  The fastest speed is now slightly faster.

2.  I've increased the bass (low frequencies) slightly.

3.  Fixed a problem where eSpeak's speed was reset to the default when
changing voices.

4. Also I've added a configuration option so you can experiment and
change the frequency response.  Details are given under "tone" at:
  http://espeak.sf.net/voices.html

5. New languages, Hungarian (hu) and Swahili (sw).
Thanks to tomi for the suggestion and feedback for Hungarian.  Of
course, I've no idea myself whether any of these other languages sound
plausible :-)
