Yes. There is an experimental feature in eSpeak 1.40 (or later).  You
can adjust values to speak faster.  Choose the best values as a
compromise between speed and intelligibility, then tell me your choice.

In eSpeak version 1.40 there is a new voice variant, "fast".
 This contains three numbers which you can decrease to experiment with
faster speeds.  The three numbers affect the speech in different ways,
so the task is to find the best settings which give faster speech which
is still intelligible.

For the NVDA version of eSpeak, edit the file:
  C:\Program Files\nvda\synthDrivers\espeak-data\voices\!v\fast

It contains a line:

fast_test 15 72 110

Try decreasing these three values (perhaps one at a time at first). 
After you make a change, you must save the file, and then re-select the
voice in NVDA for eSpeak to pick up the changes.  The
changes should make the fastest eSpeak speed faster. It doesn't affect
slow and medium speeds.

Alternatively, you can add a "fast_test" line to the end of any of
eSpeak's voice or voice-variant files.
