[nvda] Running nvda from a batch file or in command mode

I just noticed something I was not expecting. An installed nvda when run from command prompt, and batch file, which I guess is the same thing, can start nvda as if its a new installation, ie, noconfig at all, so you get the welcome info and the default voice etc. Why is this so? I'm still investgating as its doing it here, but not apparently on another machine, but in that case the batch file was run from a shortcut.
