Hello, I used nvda_0.6p3.2_portable version.

Do I have to coppy the snapshot over the old version of nvda, or have I
only use the snapshot.
Only use the snapshot. You should always remove an old portable copy before copying in a new one.

I found out that in nvda version 0.6p3.2_ are files which are not in the
snapshot version
Yes, some of the files have changed. This is expected.

Do I have to combine both versions?
Definitely not.

In the snapshot version is also a file callled library.zip.
Do I have to unzipp that file?
No. Just extract the snapshot as is.

In which folder do I have to put the brltty folder?
You don't. You should install BRLTTY. You can run BRLTTY portably, but not unless you knw what you're doing and not with most USB displays.

In which folder are the settings?
In snapshots, they are stored in a folder called userConfig.

How does nvda understands the windows symbols like radio button?
You need to understand the code to understand this.

Perhaps I can help you to make a Dutch version of windows.
I assume you mean a Dutch version of NVDA. There are instructions on translating NVDA, but perhaps focus on getting it all working for you first.
