[nvda] Proposed NVDA keyboard change

hi,
the reason that i made that suggestion erlyer is, i found that FS has change
the behavior for the ScrollLock key in jaws 8. meaning
that, you also can asign any keystroke to the ScrollLock key by using jaws
scripting. so, i think it may work for us in NVDA project
also since there is people request another modifyer key. with this, we will
have another selution beside CapsLock key.
