Vista Home Premium's speech control panel has only "IBM ViaVoice text to 
speech" listed and NVDA 2502 will only use the IBM ViaVoice. running 
"E:\Data\back_files\spchapi.exe" only allows the dialog box to be visible for 
about a second.
