I think this has nothing to do with localization of NVDA. Microsoft
excel allows usage of localized function names while editing formulas. I
am afraid these are translated to the english names. Since NVDA can't
make excel's edit formula dialog accessible, a NVDA specific dialog has
been created which retrieves cell content. Perhaps there's a way around
it but simply none of us knows more details.
