Hello,

I don't know whether this is relevant, but somewhere there is an option
to hide inactive taskbar icons. That could be a problem if Windows
decides something is inactive and then you want to get to it. You can
toggle this off, but where in Control Panel that is I'm afraid I've
forgotten.
I don't know the exact english names of all the controls but if you have
got classic start menu enabled it should be under settings taskbar and
start menu on the taskbar tab. There are multiple checkboxes E.G. lock
taskbar, hide the taskbar automatically, group similar buttons in the
taskbar, hide inactive icons.. I have got all these unchecked.
