[nvda] Latest snap23 comments on log out

Hi, well this machine was totally silent after the close down bleeps. I'd rather like to suggest it would be nice to have a method to allow this speech as if you get a naughty bit of software stopping the machine shutting down, it at least lets you have an idea what it is. I fully realise it may not be possible without enabling a possible dual voice, but I just thought it might be a good idea.
