This is when eSpeak finds a 2 or 3 letter word is written in capitals,
in a sentence where other words are in lower-case.  That usually means
that it's a TLA (three letter acronym).

Of course, it may have been capitalized for emphasis, in which case
spelling as letters is not appropriate.
