[nvda] Bug in 1037

I noted that on several occasions when I attempt to change voices when set for
SAPI 5 that I loose speech. The first time I have that happen I can restart
NVDA with no problem. The second time it happens I have to reboot before I can
get NVDA to run again.
If I go to the list of voices and down cursor very quickly to the voice I want
I can usually get to the choice I want without encountering a problem. But, it
must be done very quickly or speech will be lost.
