Actually, I did this for a good reason. I figured that if there are
languages where background colour is spoken first when alongside text
colour (e.g. Korean), they might need a word to indicate that a colour
by itself refers to text colour. (In English, that is implied.) So, they
might translate "{colour}" as "text {colour}" or similar. If this really
isn't necessary, then the format template should be removed altogether.
