Hi All,
My opinion is to keep the requirement of the burn plan. The sample plan on the
Prescribed Fire Council website is very thorough and easily adaptable for
anyone applying for the grant. Regardless of the complexity of the burn, I
feel the burn plan information is still needed to provide for safety and to
guide the planning process. I am curious if the other burn plans still have
all of the same information in them. If so, they may be acceptable because
they could meet the specifications by providing the required information, just
in a different format. As agencies, we have done a lot of work on developing
standards for prescribed fire NH and I think we need to support those standard.

I wanted to raise one point for the council (and NHFG) to consider. The Small
Grant program description says:
"Burn plans need to meet NH Prescribed Fire Council or National Wildfire
Coordinating Group specifications and be developed by an individual meeting the
qualifications set forth by one of these organizations..."
Is it necessary for burn plan to meet NWCG (and prescribed fire council) burn
plan specifications? I understand why this would be stated; however, as far as
I know, one of the 2 private contractors does not typically use NWCG style burn
plans. This might limit services to a single private contractor (perhaps the
Forest Service can provide services as well). Also, if it is a small low
complexity burn, NHF&G may be requiring a pretty robust process for something
that can be done as safely with a small burn plan.
I wonder if we remove the burn plan specifications and keep the NWCG/prescribed
fire qualifications, it would retain the same safeguards (a NWCG RX burn boss),
but give them discretion to use a burn plan that they think makes sense based
on the complexity/risk of the fire.
Perhaps, the rational is stronger for maintaining the NWCG burn plan standards,
but I figured it was worth bringing the point up for discussion.

Hello All;
Before I propose this idea to our regional biologists and the Wildlife Division
Chief, I could use your help. Could you review my draft specs for this
activity in the attached (red text on page 10) and propose a funding level?
Are there specs or practices under Rx Burning that I should add or edit? I
provide the whole Small Grants Program overview so you can see how Rx burning
would compare/contrast to other practice specs. Refer to pages 3-4 for funding
limits for other practices. When suggesting a funding level, please keep in
mind that properties are restricted to <$4,000/year and <$10,000 over 10 years.
Also, please do not advertise this potential opportunity, because it is not yet
an approved activity under this program.
