The US Department of Commerce will fine Sun Microsystems $291,000 for
violations of technology export laws, after officials discovered Sun
technology being used in China for military purposes. The Commerce
Department has been cracking down on illegal exports; the Bureau of
Industry and Security is currently conducting around 1,500 investigations
on the matter. Of special interest to investigators is 'dual-use'
technology, such as computers, software, and telecommunications equipment
which have both military and civilian uses. Exports have increased to such
countries as China, India, Russia, and Pakistan with known or suspected
nuclear programs. In January 2002, a computer reported by Sun as sent to
Hong Kong in July 1997 was found at the Changsha Institute of Science and
Technology in mainland China. The Changsha Institute offers courses on
missile and rocket research. Two servers shipped without a license to Egypt
in 1998 were used by the Egyptian military. Sun has settled the fine
without admitting or denying guilt.
