target phone system for deaf
Con artists are using a relay system designed to provide telephone services to
the deaf in order to scam merchants. The relay system connects a deaf person
with a human relay operator who reads typed messages to a phone call recipient,
and relays the response back to the deaf person. Formerly, deaf people could
only use the service through a special keyboard device, but the Internet now
provides an interface similar to a chat session. However, scammers can use the
system to place calls to merchants. The relay operator often filters out broken
English, helping international scammers, while giving a sympathetic voice to
the messages. The operators are required to keep details of conversations
secret, and to refrain from interfering with calls, even if they know a scam is
underway. MCI estimates that fraud calls account for 1% of calls on the system,
but some operators claim they spend half their day relaying scam calls. The
system, which is paid for by fees on long distance ca!
lls, can also give international caller inexpensive access to the United States
phone system via the Internet, while the scams are starting to cut into the
system's revenue.
