The first step in using this resource:

If you select vehicle, for example, you will then be asked to Select a year:
Once you select a year, you will then be prompted to select a manufacturer:
If you select Ford, for example, you will then be prompted to select a
Ford model of car
Once that selection is made the user has the option to view all Ford
defect reports for that model, such as Escort, by way of example, or one
can further search by automobile component such as engine to further
narrow the results.
Using Escort of Ford as an example, here is a specific result listing for
which a full report may be ordered:

Abstract:
This special issue focuses on the safety of cosmetic repair parts from
competing suppliers. A new test of a Toyota Camry from which the front end
cosmetic parts were removed is used for demonstrating that car's
crashworthiness is not influenced by whether or not a vehicle's cosmetic
parts are on the car or removed. Two other tests are cited in the report,
a Ford Escort test and a Vauxhall Astra test. The results of these three
tests clearly show the irrelevance of safety to crash parts debate. Only
the hood of the car could influence safety, but even there, the part could
be an aftermarket purchase rather than original equipment.
