As you know Blogs is a shortened slang for weblog or weblogs. Here is a
web page that contains a definition of this type of website.
A Definition of Weblog from Whatis.com
http://whatis.techtarget.com/definition/0,,sid9_gci213547,00.html
A Weblog (which is sometimes written as "web log" or "weblog")is a Web
site of personal or non-commercial origin that uses a dated
log format that is updated on a daily or very frequent basis with new
information about a particular subject or range of subjects.
An essay describing the early history of weblogs may be found here.
http://www.rebeccablood.net/essays/weblog_history.html
As to why would people use them in education, here are some websites
that may shed some light on that topic -
Schoolblogs http://www.schoolblogs.com/
Webblogg-Ed http://www.ravenrock.com/blog/blog.html
Serios Instructional Technology

Blogging offers several writing incentives with its emphasis on content,
the possibility of speedy feedback, the option of working with both
words and images, and the ability to link one post to another. Because
they know they're going to have an audience, students who expect to
publish their writing on the Web often produce higher quality work than
students who write only for the teacher or for others in the class.
Here are some resources, directories, and discussions related to Weblogs
in education plus several examples of Weblogs in actual classroom
settings:

Intel appreciates how Weblog technology has the educational potential
"to motivate students, build online collaboration, and enhance learning
opportunities", as it reports in How Educators Are Using Weblogs, on its
Intel Innovator site.

And I believe the rest of the following links came from another EdTech
posting on this subject -
http://www.weblogg-ed.com/ - this blog is maintained by Will Richardson,
Supervisor of Instructional Technology at Hunterdon Central Regional
High School in Flemington, NJ. Will is a national authority on blogs in
education.

Here is a page that compares blogs, wikis and bulletin boards. There is
a link to a blog page which reviews their features in more depth.
