Research Finds a High Rate of Expulsions in Preschool

So what if typical 3-year-olds are just out of diapers, still take a daily
nap and can't tie their shoes? They are plenty old enough to be expelled,
the first national study of expulsion rates in prekindergarten programs has
found.

In fact, preschool children are three times as likely to be expelled as
children in kindergarten through 12th grade, according to the new study, by
researchers from the Yale Child Study Center.

"No one wants to hear about 3- and 4-year-olds' being expelled from
preschool, but it happens rather frequently," said the study's chief author,
Walter S. Gilliam.

Although preschool expulsion rates varied widely by state and type of
setting, the study found that on average, boys were expelled at 4.5 times
the rate of girls, African-Americans at twice the rate of Latinos and
Caucasians, and 4-year-olds at 1.5 times the rate of 3-year-olds. Expulsion
rates were lowest in preschool classrooms in public schools and Head Start,
and highest in faith-affiliated centers, for-profit child care and other
community-based child-care settings.

"What the data tells us, as does the show 'Supernanny,' is that there are a
lot of out-of-control kids out there," said Karen Hill-Scott, a California
expert on children's development and their readiness for school.

State-funded preschools in Washington expel nine of every 1,000 children
because of their behavior, more than double the rate in the state's K-12
system
and higher than the national average of seven per 1,000, according to a new
national study.
The preschool number surprises the head of the Early Childhood Education and
Assistance Program (ECEAP), which provides free preschool to about 6,000
Washington students from families with incomes at or below 110 percent of=
 the
federal poverty line.
"I'm kind of between surprise and shock," said Lynne Shanafelt, the state's
ECEAP director. "There is no situation I can think of where this should ever
happen."

A new picture has emerged about children attending preschools that
cater to California's neediest families.

Yes, boys and girls generally spend their days eating graham crackers
and climbing on the playground equipment. But they're also biting,
cursing and running out of class, leading some children to be kicked
out of school as young as 3 or 4 years old.

  The expulsion rate at publicly funded preschool programs is three
times the rate of expulsion at public elementary, middle and high
schools in California and nationwide, according to a report released
today by a Yale University researcher who analyzed expulsions in the 40
states that fund some form of preschool.

least one in 81 prekindergarten students in the state is apparently then
kicked out the back door.

A first-of-its-kind survey of expulsion of 3- and 4-year-olds, led by Yale
Child Study Center researcher Walter S. Gilliam, finds Connecticut's
expulsion rate ranks seventh among the 40 states that fund preschool.

Nationwide, the expulsion rate among preschoolers is one in 149 =AD three
times the expulsion rate of students in kindergarten through 12th grade.
Connecticut's rate is 10 times higher than that for its K-12 students.

The study, called "Pre-kindergartners Left Behind," also found that
4-year-olds are more likely to be expelled than 3-year-olds, boys more
likely than girls and black students more likely than whites.
