   (NIDRR) -- Field Initiated (FI) Projects (Federal Register:

Purpose of Program: The purpose of this program is to further one
or both of the following: (a) Develop methods, procedures, &
rehabilitation technology that maximize the full inclusion &
integration into society, employment, independent living, family
support, & economic & social self-sufficiency of individuals with
disabilities, especially individuals with the most severe
disabilities; or (b) improve the effectiveness of services
authorized under the Rehabilitation Act of 1973, as amended (Act).
FI projects carry out either research activities or development
activities.
     Applications Available: November 17, 2004.
     Deadline for Transmittal of Applications: January 18, 2005.
     Eligible Applicants: States; public or private agencies,
including for-profit agencies; public or private organizations,
including for-profit organizations; institutions of higher
education; & Indian tribes & tribal organizations.
     Estimated Available Funds: $3,750,000.  The Administration has
requested $3,750,000 for this program for FY 2005.  The actual
level of funding, if any, depends on final congressional action.
However, we are inviting applications to allow enough time to
complete the grant process if Congress appropriates funds for this
program.
     Estimated Range of Awards: $145,000-$150,000.
     Estimated Average Size of Awards: $147,500.
     Estimated Number of Awards: 25.

   Strengthening Institutions (SIP), American Indian Tribally
   Controlled Colleges & Universities (TCCU), Alaska Native & Native
   Hawaiian-Serving Institutions (ANNH) & Developing Hispanic-
   Serving Institutions (HSI) Programs (Federal Register: November
   30, 2004 [CFDA# 84.031H])

Purpose of Programs: Under the SIP, TCCU, & ANNH Programs, (Title
III Part A programs) authorized under Part A of Title III of the
Higher Education Act of 1965, as amended (HEA), institutions of
higher education are eligible to apply for grants if they meet
specific statutory & regulatory eligibility requirements.
Similarly, institutions of higher education are eligible to apply
for grants under the HSI Program, authorized under Title V of the
HEA, if they meet specific statutory & regulatory requirements.  In
addition, an institution that is designated as an eligible
institution under those programs may also receive a waiver of
certain non-Federal share requirements under the Federal
Supplemental Educational Opportunity Grant (FSEOG), the Federal
Work Study (FWS), the Student Support Services (SSS) & the
Undergraduate International Studies & Foreign Language (UISFL)
Programs.  The FSEOG, FWS & SSS Programs are authorized under Title
IV of the HEA; the UISFL Program is authorized under Title VI of
the HEA.
     Applications Available: November 30, 2004.
     Deadline For Transmittal Of Applications: January 13, 2005, for
an applicant institution that wishes to apply for a FY 2005 new
grant under the Title III, Part A Programs or the HSI Program;
April 28, 2005, for an institution that wishes to apply only for
cost-sharing waivers under the FSEOG, FWS, SSS or UISFL Programs;
and, January 13, 2005, for an institution that wishes to apply for
both a grant under the Title III, Part A Programs or the HSI
Program & a waiver of the non-Federal share requirement.
     Eligible Applicants: To qualify as an eligible institution
under the Title III, Part A Programs or the HSI Program, an
accredited institution must, among other requirements, have an
enrollment of needy students, & its average E&G expenditures per
full-time equivalent (FTE) undergraduate student must be low in
comparison with the average E&G expenditures per FTE undergraduate
student of institutions that offer similar instruction.  To be an
eligible Hispanic Serving Institution, an institution must: (1) Be
accredited or preaccredited by a nationally recognized accrediting
agency or association that the Secretary has determined to be a
reliable authority as to the quality of education or training
offered; (2) Be legally authorized by the State in which it is
located to be a junior college or to provide an educational program
for which it awards a bachelor's degree; (3) Have an enrollment of
needy students as described in the Enrollment Of Needy Students
section of this notice; (4) Have low average educational & general
expenditures per full-time equivalent undergraduate student as
described in the Educational & General Expenditures Per Full-Time
Equivalent Student section of this notice & the application
booklet; (5) Have, at the time of application, an enrollment of
undergraduate full-time equivalent students that is at least 25
percent Hispanic students; & (6) Provide assurances that not less
than 50 percent of its Hispanic students are low-income
individuals.

   Endowment for the Humanities

Each summer the National Endowment for the Humanities supports a
variety of study opportunities in the humanities for school
teachers.  Seminars & institutes are national (open to those who
teach American K-12 students), residential, & rigorous.  Designed
to strengthen the quality of humanities instruction available to
American students, they are led by some of the nation's outstanding
scholars & take place at major colleges & universities & archival
facilities across the country & abroad.

  ==> Application Deadline: March 1, 2005

     Topics considered among the 28 seminars & institutes for school
teachers offered in the summer of 2005 include the legacy of George
Washington, the origins of the U.S. Civil War, Native American
history, African American history, historical cartography, the
Holocaust, the Arabic novel, China & the Islamic world, literary
studies of Dante, Shakespeare, Cervantes, & Zola, musical studies
of Bach, Mozart, & American jazz, & programs in the original
languages on French history & Latin literature.  For a complete
list of both seminars & institutes, go to the NEH website, or phone
(202/606-8463), or e-mail (sem-inst@xxxxxxx).
     The listings contain seminar & institute titles & the means to
contact each director.  Prospective applicants can request
information from as many seminar & institute directors as they wish
but may apply to only one NEH summer offering.  In response to a

letter describing the content, logistics, expectations, &
conditions of that project.  Each letter will be accompanied by
application instructions as well as information about the program's
costs.
     Participants receive a stipend from the National Endowment for
the Humanities to help cover travel costs & living expenses, as
well as books & miscellaneous expenses.  Seminars & institutes run
from two to six weeks, & stipends range from $1,800 to $4,200,
depending on the length of the program.
     Requests for information & completed applications should NOT be
directed to the National Endowment for the Humanities; they should
be addressed to the individual projects as found in the listings.
