U.N. Summit Calls for Wired World

Over 170 countries approved a 29-point action plan and a call to extend the
Internet to the world's poorest countries at the first World Summit on the
Information Society held in Geneva on December 10-12, 2003. But major
components, which were lobbied for by the less powerful players, were left
out of the final agreements. Many countries sought the creation of a
"solidarity fund" created to bolster Internet access in the poorer
countries made possible through donations by the wealthier nations. Also
missing from the final document was the call for increased control of the
Internet by a global intergovernmental agency, like the United Nations, as
opposed to its current private sector control. The next Summit is scheduled
for 2005 in Tunis, Africa, and will continue to focus on closing the
"digital divide."
