Closing the High School Achievement Gap

     Secretary Paige announced steps to promote excellence in

Reading Grants

     More than 30 local education agencies & organizations will
     receive Early Reading First grants to improve the language &
     pre-reading skills of young children.

     The Bureau of Indian Affairs, Missouri, Nebraska, South
     Dakota, Rhode Island, & Washington, D.C. will receive federal
     funds for the first year of a multiyear Reading First grant to
     help schools & districts improve children's reading
     achievement through scientifically proven methods of
     instruction.

A Child Becomes a Reader

     Two new booklets draw on findings from scientifically based
     research to suggest how parents can help young children become
     strong readers.  One booklet is for parents of newborns
     through preschoolers; the other, for parents of children in
     kindergarten through 3rd grade.

Grants to Help More Low-Income Students Succeed in Advanced Courses

     ED announced $11 million in 22 new grants for promising
     activities in grades 6-12 to increase the number of low-income
     students who are ready to succeed in advanced courses.

Secretary Cites Progress in Black Education But Notes Achievement
Gap Has Widened

     Citing signs of progress & causes for concern from a new
     report about the education of blacks, Secretary Paige lauded
     the work of black colleges & universities but cautioned that
     there is still much work to be done to close the achievement
     gap.

More Schools Selected As No Child Left Behind Blue Ribbon Schools

     Secretary Paige named 19 additional schools in 9 states as
     2003 No Child Left Behind -- Blue Ribbon Schools.

Families Overestimate College Costs

     Citing a new report that shows parents & students generally
     overestimate college tuition costs by thousands of dollars,
     Secretary Paige announced a new website to help students &
     families plan & prepare for college.  Students can search
     colleges by college type, location, size, cost, campus life,
     or academics, or use the Financial Aid Wizard to plan the
     financial aid they'll need.

Grant to Alternative Certification Board

     Secretary Paige announced a 5-year, $35 million grant to the
     American Board for Certification of Teacher Excellence, the
     first national alternative route to full teacher
     certification.

Parents, Educators Learn About Supplemental Services

     No Child Left Behind empowers parents with information &
     options, Secretary Paige said as he kicked off a discussion on
     supplemental educational services.  Supplemental services
     consist of extra academic assistance, such as tutoring or
     remedial course work, for eligible students.

TV Show: Crisis Planning & Emergency Response

     "Keeping Your Child Safe at Home & in School: Crisis Planning
     & Emergency Response" will air October 21 from 8:00 - 9:00 pm
     ET.  The TV show will feature interviews with school safety
     experts, "lessons learned" from schools that have faced
     crises, model crisis plans, & resources educators & parents
     can use.

Crisis Planning Grants

     Secretary Paige announced that 134 school districts in 39
     states will share about $38 million in grants to strengthen
     emergency response & crisis management plans.

Evaluating Educational Technology

     ED awarded a 3-year, $10 million contract to carry out a
     congressionally mandated evaluation of the effectiveness of
     educational technology in improving student achievement in
     reading & math.

Progress for Students with Disabilities

     Secretary Paige hailed the 30th anniversary of Section 504 of
     the Rehabilitation Act of 1973, saying that the groundbreaking
     civil rights statute has opened opportunities for millions of
     students with disabilities & laid the foundation for the
     Americans with Disabilities Act of 1990.

National Disability Employment Awareness Month

     In recognition of National Disability Employment Awareness
     Month, Secretary Paige described ED's commitment to increasing
     job opportunities for America's individuals with disabilities.
