Most campuses report security breaches

The majority of higher education managers experienced at least one
information technology security incident last year and one-third
reported a data loss or theft.
Those are among the findings of the second annual Higher Education IT
Security Report Card, which CDW-Government released this week. The
report is based on a survey of 182 higher education IT directors and
managers nationwide.
Fifty-eight percent of those respondents reported at least one security
incident last year. In addition to the 33 percent reporting data loss or
theft, 9 percent of the IT managers encountered data loss or theft of
student personal information.

US Air Force Prepares For Cyber Warfare

The U.S. Air Force is preparing to create a new command to develop
techniques for fighting in cyberspace. Air Force Print News reported
Oct. 5 that Air Force leaders will gather in Washington in early
November to discuss the plans. On Dec. 7, 2005, cyberspace became an
official Air Force domain after Secretary of the Air Force Michael W.
Wynne and Chief of Staff of the Air Force Gen. T. Michael Moseley
introduced a new mission statement.
The statement informed Air Force personnel that their new mission was to
"deliver sovereign options for the defense of the United States of
America and its global interests -- to fly and fight in air, space and
cyberspace."

Microsoft Sets New Patch Record, Fixes 26 Flaws

Microsoft on Tuesday released 10 security updates, one less than
anticipated, that patched a record 26 vulnerabilities in Windows,
Office, and .Net. More than half of the flaws were pegged "critical" by
the Redmond, Wash. developer.
Tuesday's tally was impressive by any count: 6 of the 10 updates were
judged critical, with the remaining split among Microsoft's other
rankings: "important" (1), "moderate" (2), and "low" (3). Of the 26
disclosed vulnerabilities, 15 were labeled critical, 6 important, 2
moderate, and 3 low. Both the total vulnerabilities and the number of
critical vulnerabilities set new records for Microsoft in its monthly
patch process.

Federal Ministry of Justice sees no need to change "hacker
tools" paragraph

Despite the vociferous criticism directed at the new provision the
Federal Ministry of Justice sees no need to modify or amend the planned
"Hacker Software Paragraph" (PDF file). This position of the ministry
Ralf Kleindiek, the head of the office of the Federal Minister of
Justice Brigitte Zypries, confirmed in a talk with heise online.
Paragraph 202c of the German Penal Code (StGB), which is to be newly
created within the framework of the Criminal Law Amendment Act with an
eye to combating cyber crime, is designed to render acts preparatory to
the commission of a computer crime a criminal offense. Thus among other
things creating, handing over to others, distributing or procuring
"hacker tools" that by their very nature are designed "to serve illegal
purposes" will in future constitute a criminal offense. Thus it says in
the draft:

VA reports new data loss

As another instance of data loss at the Department of Veterans Affairs
comes to light, the VAs Office of the General Counsel (OGC) has awarded
a contract to Identity Force for identity theft protection services for
more than 5,700 citizens, 660 of whom were veterans.
The number of individuals who enroll in this opt-in program will
determine the value of the contract, Identity Force said in a statement.
The contract is the result of a May 8 incident in which a backup data
tape was reported missing from the general counsels regional office in
Indianapolis, Ind., said VA spokeswoman Jo Schuda.
She said the missing data contained mostly legal records dating back to
the 1970s. Along with the legal issues there were attorney work
products, she said. The data contained entries for any kind of legal
cases that the attorneys worked on, not necessarily veterans.?

Fear of fraud is fueling a rush of new state laws intended to protect
consumers. But in its path, this blazing regulatory fire may torch many
financial services providers unable to keep up with all the new
requirements.
"There's 35 different states looking at privacy laws and depending on
what information [lenders are] sending out, in some states that may
trigger a violation of privacy laws," worries Alfred Connizzo, chief
operations officer, LandAmerica Credit Services, Norcross, Ga.
One leading area of lawmaking involves security breach notification,
which centers on making lenders responsible for notifying customers when
a breach (loss, compromise, theft, etc.) occurs. "It's important to have
a policy in place [explaining] what you're going to do if there is a
breach," Connizzo counsels.

and online fraud schemes, Consumer Reports says.

Probe into stolen UK computer data

An investigation has been launched into data recovered from a computer
in the US that was found to contain information from hacked computers
based in the UK.
The Metropolitan Police's Computer Crime Unit is investigating the data,
which was stolen from more than 2,300 computers by the use of a computer
virus.
Police estimate around 83,000 files in the UK have been targeted by the
hackers but it is thought thousands of computer users around the world
may have had data stolen.
