1) Nigeria: New Wire Tapping, Cyber Crimes Bill in Nigeria http://allafrica.com/stories/200610190334.html There is an important executive Bill before the Nigerian National Assembly called the "Computer Security & Critical Information Infrastructure Protection Bill" ("the Bill"). Because of the importance of this Bill, we would consider in this paper, the highlights of the provisions of the Bill, share the highlights of other similar legislations in the United Kingdom, the United States of America, Australia, South Africa, Canada and Switzerland in the greater expectation that the laws in these other jurisdictions would further assist the Nigerian National Assembly and the Nigerian people in having a better Law on wire tapping, computer and cyber crimes, and anti-terrorism. Wire Tapping, Cyber Crimes & Anti-Terrorism Bill The introductory part of the Bill describes its objectives to include " secure computer systems and networks and protect critical information infrastructure in Nigeria by prohibiting certain undesirable computer-based activities ..". This Bill seeks to create legal liability and responsibility for modern global crimes carried on over a computer or computer systems, i.e. the internet. Some of these crimes, which carry penalties of fines ranging from the average sum of N100,000.00 (One Hundred Thousand Naira) to terms of imprisonment ranging on the average from six months imprisonment, include: -Hacking and unlawful access to a computer or a computer network.Spamming - this is unsolicited mails - fraudulent electronic mails, etc.Computer fraud, computer forgery, system interference.Identity theft and impersonation on the internet.Cyber-terrorism, cybersquarting, misuse of computer for unlawful sexual purposes, etc.

Update: An online Microsoft meeting to discuss Windows Vista changes
crashed shortly after it started Thursday, and Symantec and McAfee were
unable to reconnect.
Microsoft had scheduled the meeting with security companies to discuss
part of the changes it has promised to make to Windows Vista in response
to competitive concerns. But the conference, which used Microsoft's Live
Meeting technology, crashed about 15 minutes after it started, and both
Symantec and McAfee were unable to log back in.
"Microsoft hosted an online meeting this morning, but it never really
got started," said Siobhan MacDermott, a McAfee spokeswoman. "Despite
numerous attempts to reconnect, we were never able to get back into the
meeting. However, we were notified that the meeting had ended."

New Insurance Coverage in Place for Managed Services

The MSP Alliance and AIG announced a partnership Oct. 19 to provide
insurance for managed service providers that would extend to user
coverage for mishaps such as stolen laptops, data breaches and hackers.
The package provides comprehensive coverage for specific liabilities
that can't be mitigated through standard contracting procedures, such as
a data breach not due to malpractice, a lost lap top and an intrusion by
a hacker, said MSP Alliance officials and members.
The package would be similar to the bond and insurance possessed by home
contractors, obtained and maintained by the service provider, but
extended to the client as part of the contract, said Robert Scott, an
attorney and partner in the Dallas law firm of Scott & Scott.

Defence scientists plan to spend up to $4 million keeping secrets from
Uncle Sam.
The proposed three-year project, dubbed Secure Access Management for
Secret Operational Networks, is aimed at changing existing military
computer networks shared with the United States so some information can
only be accessed by Canadians.
"Contemporary and future Canadian Forces operations are conducted, and
will likely continue to be conducted, within a coalition," say
government documents released Tuesday.
"However, the Canadian Forces and the Department of National Defence
currently do not have a capability to handle national information
effectively on their operational networks. This hampers their ability to
plan Canadian participation in coalitions, and their ability to
participate in those coalitions when decisions involving national
sovereignty must be made. The worlds major military powers view the
ability to protect national information as an important strategic
capability. Canada has chosen to collaborate with the U.S. on its
overall information protection needs but still requires the capability
to protect Canadian-eyes-only information."

cover any and all forms of caching in a client/server system --
including the World Wide Web.The principal claim is for
"1. A method, including steps of: receiving a set of network objects
in response to a first request to a server from a client; and
maintaining said network objects in a cache memory in a cache engine,
said cache engine connected via a network to the server and the
client, said cache memory including mass storage; wherein said step
of maintaining includes steps of recording said network objects in
said cache memory and retrieving said network objects from said cache
memory, so as to substantially minimizes a time required for
retrieving said network objects from said mass storage".
In short, the patent is broad enough to cover virtually any form of
caching in a client/server situation.

Boy Scouts in the Los Angeles area will now be able to earn a merit patch for learning about the evils of downloading pirated movies and music. The patch shows a film reel, a music CD and the international copyright symbol, a "C" enclosed in a circle. The movie industry has developed the curriculum. "Working with the Boy Scouts of Los Angeles, we have a real opportunity to educate a new generation about how movies are made, why they are valuable, and hopefully change attitudes about intellectual property theft," Dan Glickman, chairman of the Motion Picture Association of America, said Friday.
