N.J. Budget Experts Says State Government
in Midst of "Extraordinary and Unprecedented'' Fiscal Nightmare

The New Jersey state government is in the midst of an extraordinary and unprecedented tax revenue decline and it could take until the second half of 2013 for its financial situation to return to where it was in 2008, the states number two ranking finance official told legislators Wednesday.


The grim forecast was made by David Rosen, the finance officer for the bipartisan Office of Legislative Services before the Assembly Budget Committee in Trenton. The panel is spending the day hearing an explanation of Gov. Chris Christies proposed $29.3 billion 2010-11 budget.


Rosen provided the committee with revenue forecast for the next 16 months but also noted that unlike in the past, the Christie administration has failed to provide his office with all of the budget figures needed to provide a clearer picture of the fiscal package that must be approved by June 30.


During an over three-hour appearance before the committee, state Treasurer Andrew Eristoff said Christie would not support an action by the Democratic-controlled Legislature to restore the so-called millionaires tax, an income tax surcharge on New Jerseyans who earn over $400,000 annually in order to provide $1.1 billion for the budget. I can tell you that the governor will not sign a budget that increases taxes, Eristoff said. To do so would break faith with the people of New Jersey -- already the highest taxed in the nation -- and undermine New Jerseys economic competitiveness and job creation at a particularly vulnerable stage in the economic cycle. Besides, history teaches us that tax increases in New Jersey never close deficits, they simply fuel more spending. The cycle must and will stop now.


Speaking before Eristoff, Assemblyman Louis Greenwald (D-Camden), the committee chairman, described the budget as an attack on New Jersey middle-class and senior citizens.


Our new governor promised to cut New Jerseys income taxes across the board for all taxpayers, Greenwald said. He promised property tax cuts. He said eliminating property tax rebates would be a declaration of war on the middle class and promised to fully restore them. But unfortunately - as we start our committee hearings on Governor Christies first budget plan, we all know those promises were quickly tossed to the wayside. What we have in front of us is a tax-laden budget plan that targets the middle-class, senior citizens and the poor.


Greenwald said that under the proposed budget, The largest property tax hikes in New Jersey history are on their way.
