Hi Richard,
Having been out to Univ Arizona in late 80's all that was readily available  
at college level and the dept was willing to outfit local HS.
SO  my suggestions is to seek the attention of local University.
Perhaps Judith Kelley could have more to say on whether Umas Lowell would  be 
willing to donate ,share or even allow the student to visit their lab for his 
 research using HPLC.
 
There are traveling Labs that may have what you need.
