That there isn't an issue, it's a feature!
The LTS version of Ubuntu are meant to be for thos running in a production
environment that don't care about keeping up on the cutting edge. If you
want your machine to upgrade to the most recent version regardless of if it
is an LTS release, you can just tell Update-Manager.
Alt+F2 -> update-manager -> Settings... -> Authenticate
Look at the bottom of the new window for "Release upgrade" and change from
Long ter support releases only to Normal releases.
Once you hit the Check button to force an update, you should have an option
to install the 10.10.
