WinSCP relies on Putty as most of the free MS ssh stuff does.  Installing
Cygwin for a one time transfer of files seems excessive, it would be another
option though.

Haven't been there in ages, the Putty site used to have a good list of tools
for things like this.  WinSCP I've helped several people setup and use.
It's pretty much a no brainer.
