As Mike indicated, you simply /join a channel, and it exists for as
long as someone is in the room. Many servers, like Freenode's, have a
NickServ and ChanServ service enabled to help you maintain your nick
and channel, respectively. For a long time, I registered an NCOLUG
room on Freeenode's network, and no one ever came in. I stopped
going, but I never de-registered the room, so I don't know if it can
be reserved or not.
