[nanomsg] Allocate STAR protocol number

I’m going to write an RFC for the STAR protocol; I’ll be modifying it to supply 
a HOP count in the header.  I’d like to reserve protocol number 9 for this 
purpose.  I can submit a pull request to reserve it in the sp-protocol-ids.xml 
file if that is the preferred method?
