Suggestions... (1) upgrade to 3.x if you can find a copy on E-Bay. It had a
*lot* of bug fixes vs. the previous version, and integrates quite nicely
with Macintosh web, etc.,
(2) upgrade to 4.x, 5.x or 6.x (though, I suspect that if you're running
2.1.3 your hardware probably can't handle 5.x or 6.x ;)

Not sure why your Win 95 boot disk doesn't recognise the CD-ROM (unless
2.1.3 needs some sort of Windows support files to access the CD-ROM... but I
doubt it... VPC should provide the hardware abstraction layer and access to
the CD-ROM as an E: drive).
You cannot "upgrade" a 95 -> 98 without an upgrade CD. What I would do in
your case is duplicate your harddrive container (or create a new one with
the harddrive tool in the Virtual PC folder), and add it as a D: drive to
your configuration. Boot into Win 95. Then run the 98 installation CD on
that D: drive. You'll then have to install the VPC support files using the
disk image that came with VPC.

With VPC 3.x/4.x/5.x there is an option to "share" the ethernet/internet
connection with the Mac... (it doesn't allow Windows networking, but TCP/IP
works flawlessly).
I doubt you'll find that Winblows 98 does a better job of ethernetting with
the web than 95, especially given that you're still running VPC 2.1.3 (I do
urge you to get a copy of 3.x!!! at the very least). Plus, 95 is a slightly
zippier OS than 98 so you'll take a speed hit unless you're on a G3 400+. PS
You want to be running 98 SE (second edition), _not_ 98 if you are going to
run 98!!!
