Responding to your first question: Yes, I'm using VPC 2.1.3 on a
Performa 6400/200 with a 28.8 modem and telephone connection.  I use my
internet connection just for testing in a Windows95 environment html
documents I want to upload to my server - for most uses it's too damn
slow!

As for your main concerns, I regret that I can offer no help at all
never having felt a need to upgrade to Win98 or use an ethernet
connection.
